Compliance Officer

Lesotho Electricity Company (LEC) invites applications from suitably qualified Basotho nationals for the position of Compliance Officer.

The successful candidate will be responsible to the Head of Legal, Risk and Compliance and will support the implementation, monitoring, and enforcement of the Company’s compliance framework.

Minimum Qualifications and Experience

Applicants must have:

A Bachelor’s degree in Law (LLB), Risk Management, or Compliance Management.
A minimum of five (5) years’ experience in regulatory compliance, legal enforcement, risk management, or regulatory monitoring.
A postgraduate qualification in Energy Law, Regulatory Governance, Compliance, Risk Management, or Corporate Governance will be an added advantage.
Strong interpersonal skills with excellent attention to detail.
Excellent evidence accuracy and report-writing skills.
Computer literacy.
A valid driver’s licence with at least five (5) years’ driving experience.

Key Performance Areas

Strategic Compliance Monitoring

Monitor compliance with applicable electricity legislation, licence conditions, labour laws, environmental laws, procurement regulations, corporate governance requirements, and other regulatory obligations.
Conduct regular compliance assessments, audits, and departmental reviews.
Develop and maintain compliance monitoring tools, checklists, and compliance registers.
Develop compliance policies, procedures, and processes aligned with legislation and organisational objectives.
Promote a culture of compliance through staff awareness and training.
Track regulatory developments and assess their impact on LEC operations.
Advise management on compliance issues.
Work with the Strategy and Growth team to ensure compliance with regulatory directives.

Regulatory Liaison and Reporting

Support departments in preparing compliance reports for regulators and oversight bodies.
Prepare monthly and quarterly compliance reports.
Coordinate responses to regulatory inspections, meetings, audits, and directives.
Maintain records of regulatory engagements and correspondence.

Strategic Compliance Enforcement

Conduct or support investigations into breaches of legislation, contracts, licence conditions, and internal policies.
Recommend corrective, enforcement, or disciplinary actions where appropriate.

Policy Framework and Support

Support the development, review, and implementation of compliance policies and procedures.
Promote awareness of compliance obligations across the organisation.
Participate in the implementation and monitoring of LEC policies and compliance frameworks.

Record Keeping and Documentation

Maintain accurate and up-to-date incident statistics for compliance-related matters.
Ensure compliance records are securely maintained and readily available for audits, investigations, and reporting.
Develop and maintain a database of compliance non-adherence cases.
